Representative rate is used to compare the General Schedule (GS) to other pay systems. The representative rate is the fourth step of the grade for a position subject to the GS, the prevailing rate for a position under a wage-board or similar wage-determining procedure (second step on a 5-rate regular wage schedule), and for other positions, the rate designated by the agency as representative of the position.
